How do you empower learners?

... by involving them in their learning. Not just in learning per se but in the context of assessment.

This is not about telling them that cheating is prohibited or bad and such but about the need for children
"to be proactive partners in the learning process. They need to be taught how to take responsibility for the progress they make as independent learners able to work effectively with the teacher and with each other."

In this context, it pays to see the value of rubrics.
